(Reuters) - Emergency workers evacuated thousands of people across the southern Philippines on Tuesday, including many already made homeless by a typhoon in November, after three days of rain flooded towns and farmland.

Hundreds of survivors of Typhoon Haiyan, one of the strongest storms ever to make landfall, were forced to flee by tropical depression "Agaton" after emergency shelters were damaged or destroyed on the eastern central island of Samar.

Tents collapsed under the weight of the rain and emergency plastic sheets have been torn away, humanitarian agency Oxfam said.

Thomson Reuters Foundation - Inter Press Service - by Desmond Brown - December 30, 2013

KINGSTOWN, St. Vincent, Dic 30 (IPS) - Ralph Gonsalves fought to hold back tears as he shared how his cousin was killed the night before Christmas.

Raymond Gonsalves was buried alive when a slow-moving, low-level trough dumped more than 400 mm of rain on this island in a less than 24 hours and triggered massive flooding and huge landslides.

"People have lost their lives; families are suffering. I was with a family which lost five in one household," Gonsalves, the prime minister of St. Vincent and the Grenadines, told IPS.

sei-international.org - by Marion Davis - June 7, 2013

The floods now devastating Central Europe, and severe floods in Norway last month, are part of a pattern of increasingly frequent disasters that require new approaches to risk management.

As of June 6, the floods in Austria, Germany, Slovakia and the Czech Republic had killed at least 16 people, and damages were so severe that some said they could exceed the more than €21.1 billion cost of the historic 2002 floods in the region.

Climate Change And The Nile: Floods From Major Rivers Around The World May Increase

huffingtonpost.com - June 9th, 2013

Climate change is likely to worsen floods on rivers such as the Ganges, the Nile and the Amazon this century while a few, including the now-inundated Danube, may become less prone, a Japanese-led scientific study said on Sunday.

The findings will go some way to help countries prepare for deluges that have killed thousands of people worldwide and caused tens of billions of dollars in damage every year in the past decade, experts wrote in the journal Nature Climate Change.

Given enough warning, governments can bring in flood barriers, building bans on flood plains, more flood-resistant crops and other measures to limit damage.

CALGARY, Alberta — The flooded western Canadian city of Calgary says it has ordered the evacuation of the entire downtown area.

About 230,000 people work downtown on a typical Friday.

However, officials say very few people need to be moved out, since not many showed up for work Friday.

Twenty-five neighborhoods in the city, with an estimated population of 75,000, have already been evacuated due to rising floodwaters.

After Disaster, Governor Faced with Challenge of Keeping Jakarta Dry

Since last month, when the worst flooding in six years hit Jakarta, occupancy at Marunda public housing complex north of Jakarta has jumped.

nytimes.com - by Sara Schonhardt - February 20, 2013

JAKARTA, Indonesia — At the Marunda housing projects in North Jakarta, weeds push up through cracks in concrete foundations and grimy facades beg for paint. The rent-subsidized apartments have little access to public transportation, and drainage ditches that ring each building smell of sewage.

It seems unlikely that people would line up to live here.
